The government’s latest decision to raise fuel prices comes within the framework of broader efforts to protect the national economy from mounting volatility in global energy markets, economists said.

The move, they added, should be viewed as a pre-emptive policy measure designed to shield public finances from unpredictable global oil price fluctuations, rather than a reaction to an immediate domestic crisis.

“This decision comes amid heightened uncertainty in international oil markets and growing concerns over the fiscal burden of fuel subsidies, particularly in light of the US-Israeli war on Iran,” leading economist Hanan Ramsis told The Egyptian Gazette.

According to Prime Minister Moustafa Madbouli, the government will monitor global oil prices and key economic indicators on a daily basis to ensure that policy decisions remain aligned with evolving international developments.

Fuel price adjustments, he added at a press briefing this past week, forms part of a broader economic approach aimed at maintaining macroeconomic stability while continuing to protect the most vulnerable segments of society.

Global pressures

The fuel price raise comes against the backdrop of complex global conditions that have reshaped energy policies across many countries, economists said.

Ramsis, a capital markets analyst, said over recent years, sharp fluctuations in international oil markets, geopolitical tensions, and rising global demand for energy have significantly increased the cost of petroleum imports worldwide.

For Egypt, these developments translate into growing pressure on the state budget, particularly given the longstanding role of fuel subsidies in supporting domestic energy consumption, she explained.

Government officials have repeatedly stressed that the recent fuel price adjustment is fundamentally preventive, being aimed at preserving the balance of the economy amid unpredictable global conditions.

“By taking early action, the government can avoid larger fiscal imbalances while maintaining investor confidence and supporting the country’s broader economic reform agenda,” Ramsis said.

She added that such pre-emptive measures have increasingly become a common approach among governments worldwide, particularly in energy-dependent economies seeking to shield themselves from sudden external shocks.

Prime Minister Madbouli highlighted Egypt’s early diplomatic efforts to prevent the conflict from escalating, noting that Cairo has been coordinating closely with international partners to preserve regional stability.

Geopolitical tensions often trigger sudden fluctuations in oil prices, which can place additional strains on energy-importing economies, economists said.

Explaining the rationale behind the government’s decision, professor of economics at Cairo University, Sherine el-Shawarby, pointed to the tough choices policymakers face.

“Faced with rising global oil prices, the government has two options: either maintain domestic fuel prices and absorb the full financial cost, which would have placed heavy pressure on the state budget, or take proactive measures to adjust prices while limiting the impact on citizens and businesses,” el-Shawarby, a former senior advisor at the World Bank, told this newspaper.

She underscored the importance of ensuring uninterrupted energy supply, describing this as “top national priority”.

“Continuity in electricity generation, industrial production, and domestic consumption is essential,” she said.

“Any disruption to energy supplies would have serious repercussions for economic recovery,” el-Shawarby added.

Social support

While implementing the fuel price adjustment, the government has simultaneously expanded social support to mitigate the impact on low-income households.

Around 15 million families will receive an additional LE400 in financial assistance, extending benefits that were initially allocated during the Islamic month of Ramadan and the minor and major feasts.

Finance Minister, Ahmed Kouchouk, has unveiled a raft of expanded social protection measures, including salary and pension increases designed to outpace inflation and protect citizens against the economic challenges they face while safeguarding household purchasing power.

Rationalising spending

Alongside the price adjustment, the government has introduced a set of fiscal and energy-efficiency measures aimed at rationalising public expenditure.

Prime Minister Madbouli outlined several steps, including prioritising strategic spending, freezing non-essential expenditures, and optimising energy consumption across government institutions.

The government is also coordinating closely with the Central Bank of Egypt to maintain exchange rate stability and contain inflationary pressures.

Addressing public concerns, the prime minister reassured citizens that the government is approaching the situation with careful planning and resilience.

“We are confronting these exceptional circumstances with foresight and determination,” the prime minister said.

“Our objective is to maintain economic stability, continue reforms, protect the Egyptian people, and ensure Egypt emerges stronger from this global challenge,” he added.

Economists explain, meanwhile, that fuel price adjustments remain an important tool for protecting public finances when global energy costs rise sharply.

“Energy subsidies can become increasingly costly when international oil prices fluctuate significantly,” Ramsis explained, noting “Gradual adjustments, combined with targeted social protection programmes, are often the most effective way to manage these pressures.”

Political analysts highlight at the same time the importance of transparent communication.

This communication, they said, plays a crucial role in ensuring public understanding of sensitive economic reforms.

“Maintaining public confidence requires clear explanations of government policy decisions,” Mustafa Kamel el-Sayyid, a professor of political science at Cairo University, told this newspaper.

“Public trust depends on explaining both the economic necessity of such measures and the safeguards designed to protect vulnerable citizens,” he added.

He noted that economic reforms are far more sustainable.

“This is especially so when governments combine fiscal adjustments with strong social protection mechanisms,” el-Sayed said.
