The 2nd International Digital Cooperation Forum (IDCF) has officially positioned itself as the epicenter of global digital policy, bringing together an elite assembly of ministers, tech pioneers, and financial architects. Under the banner of “Connecting Ambition to Action,” the forum is tackling the most pressing hurdles of the digital age from AI governance to the global semiconductor supply chain.
Breaking Barriers: Women as Architects of Peace and Innovation
A central pillar of this year’s forum is the transformative role of female leadership. In the session “Women Shaping the Future of Technology,” leaders explored how inclusion is no longer just a social metric but a driver of economic resilience.
Simultaneously, a high-level discussion co-led by Eria, titled “Women in the Digital Economy: The Key for Peace and Resilience,” underscored a critical thesis: that female participation in the digital workforce is a fundamental component of international security and regional stability.
As AI moves from theoretical promise to industrial reality, the IDCF focused heavily on practical frameworks:

  • The AI-REAL Toolkit: Governments are being provided with evidence-based strategies to move from policy to “actionable, inclusive outcomes.”
  • ZainTECH Masterclass: Led by industry titans from ZainTECH and Dataiku, experts demonstrated how to bridge the gap between data insights and responsible execution.
  • Operationalizing Trust: A secondary ZainTECH-led session moved the needle from “ethics manifestos” to functional compliance, teaching organizations how to embed risk management directly into the AI lifecycle.
    The New Digital Infrastructure: Semiconductors and Trade
    Recognizing that hardware is the backbone of the digital economy, the session “Semiconductors as Strategic Infrastructure” saw ministers advocate for a multilateral approach to the value chain. The goal is clear: reduce systemic vulnerabilities through joint capability-sharing to ensure no nation is left behind by silicon shortages.
    On the trade front, policymakers examined Model Digital Economy Agreements designed to slash regulatory fragmentation. The session, “IMPACT,” sponsored by Alcatel-Lucent Enterprise, highlighted how public-private collaboration can finally unlock a seamless, cross-border digital market.
    Financing the Future and Closing the Skills Gap
    The forum addressed the “Financing Imperative,” exploring coalition-based funding models to ensure digital transformation is scalable. Key partners like BSF highlighted the role of Fintech and Digital Banking in empowering SMEs, while the National eLearning Center (NeLC) co-led efforts to address the global digital skills gap.

“We are moving beyond high-level commitments,” noted forum participants. “By leveraging tools like the Digital Economy Navigator (DEN 2025) and Digital Economy Trends (DET 2026), we are now making policy choices based on hard data and maturity assessments.”
