Prime Minister Moustafa Madbouli met on Tuesday with Minister of Higher Education and Scientific Research Abdel Aziz Konsowa to review ongoing efforts to modernise Egypt’s education system on the principles of merit and excellence.

Minister of Education and Technical Education Mohamed Abdel Latif participated in the meeting via video conference.

The meeting is part of the government’s follow-up on President Abdel Fattah El Sisi’s directives during the inauguration of the State Strategic Command Headquarters earlier this month. He noted that the president had called for continued reform of the education system based on merit and excellence, and stronger alignment between educational outcomes and labour market needs.

During the meeting, Konsowa outlined the ministry’s strategy for enhancing the competitiveness of Egypt’s higher education system through a merit-based approach.

He presented the Tier 1 Egyptian Universities model, which aims to establish universities capable of competing regionally and internationally, producing highly qualified graduates, and attracting larger numbers of international students.

The minister said the model focuses on equipping graduates with skills that match labour market requirements while upgrading educational infrastructure.

The model seeks to develop modern and sustainable university infrastructure, promote research that supports innovation and industry, establish internationally competitive universities, produce job-ready graduates, and increase international student enrolment.

He highlighted broader efforts to improve teaching quality, enhance the student learning environment, promote research excellence and innovation, strengthen institutional performance, and build Egypt’s international academic reputation.

The minister presented a comprehensive plan to restructure university specialisations and academic programmes to better reflect labour market demand and improve graduate competitiveness through evidence-based planning.

Meanwhile, Education Minister Mohamed Abdel Latif reviewed progress in reforming pre-university education, particularly efforts to modernise technical education through the expanded adoption of a competency-based education system.

He said the reform aims to strengthen students’ practical skills and improve their readiness for employment as part of Egypt’s broader strategy to build a skills-based education system aligned with national development priorities.

Abdel Latif said the ministry places particular emphasis on training and skills development as key pillars of education reform. He noted that ongoing efforts include upgrading training programmes, expanding practical learning opportunities, and strengthening partnerships with the private sector and international institutions.
