Egypt and Uganda held the third round of their ministerial “2+2” consultations in Cairo on Wednesday, aimed at strengthening bilateral relations, advancing development cooperation, and coordinating positions on regional and international issues of mutual concern.

The talks were co-chaired by Egypt’s Minister of Foreign Affairs, International Cooperation and Egyptian Expatriates, Badr Abdel-Aati, and Minister of Water Resources and Irrigation Hani Sewilam, alongside Uganda’s State Minister for Foreign Affairs Henry Oryem Okello, and Minister of Water Beatrice Atim Anywar.

The consultations, held under the directives of President Abdel Fattah El-Sisi and President Yoweri Museveni, focused on enhancing cooperation across key sectors and reinforcing coordination between the two Nile Basin nations.

According to a joint statement issued at the conclusion of the meetings, both sides reviewed developments in bilateral relations and exchanged views on regional dynamics in the Horn of Africa, the Red Sea, and the Great Lakes region. They reaffirmed their commitment to respecting sovereignty, territorial integrity, and independence, in line with the principles of the African Union and the United Nations.

The two countries agreed to accelerate the implementation of outcomes of President Museveni’s visit to Cairo in August 2025, identify priority projects in areas including integrated water resources management, diplomacy, counterterrorism, agriculture, livestock, petrochemicals, mining, and pharmaceuticals.

The two sides also pledged to deepen cooperation to support regional economic integration and development, aligning with continental and global frameworks such as the African Union’s Agenda 2063 and the United Nations Sustainable Development Goals.

Egypt reiterated its readiness to support and mobisise financing for water-related infrastructure projects in Uganda within the Nile Basin.

The statement further highlighted efforts to boost trade and investment by encouraging private sector engagement, building on the Egypt-Uganda Business Forum held in 2025, and promoting the exchange visits and investment opportunities.

The two countries welcomed progress under the Nile Basin Initiative and reaffirmed their commitment to inclusive dialogue among member states.

They agreed to hold the fourth round of consultations in Uganda in the last quarter of 2026, alongside a joint ministerial committee meeting in Kampala in August.
