Egyptian Prime Minister Moustafa Madbouli said Egypt’s universal health insurance system reflects the state’s vision of building a strong and inclusive healthcare framework that places citizens’ health and dignity at the top of national priorities.

Madbouli made the remarks during a meeting with Ahmed el-Sobki, head of the General Authority for Healthcare, to review preparations for the second phase of the universal health insurance program.

He stressed that citizens’ health is a top priority for the government, calling for respectful and facilitative treatment of all beneficiaries, particularly the most vulnerable groups, while adhering to standards of quality, efficiency and transparency to ensure high-level services.

Sobky said the authority is moving steadily to enhance the universal health insurance system and expand its services, noting that this has helped strengthen public confidence and position Egypt as a leading regional and international model in implementing universal health coverage policies.

He highlighted achievements in the first-phase governorates, noting that more than 105 million medical and treatment services had been provided by 2025, underscoring the state’s commitment to delivering safe and quality healthcare under the insurance scheme.

Sobky added that intensive preparations are under way to launch the second phase, including upgrading and equipping healthcare facilities to the latest medical and technological standards, supporting the sector with qualified medical staff, and rolling out advanced training programs to improve workforce efficiency.

He said the preparations also include upgrading operating systems and expanding digital transformation to improve service efficiency, speed up procedures for beneficiaries and enhance patients’ experience.

Madbouli underlined the need to sustain service quality and give particular attention to cleanliness, security and maintenance across healthcare facilities to ensure their sustainability, reaffirming that healthcare will remain at the forefront of the government’s agenda.
