Deputy Prime Minister and Minister of Health and Population Khaled Abdel Ghaffar, has instructed the development of a detailed timeline for finalizing the proposed financial and legislative amendments to the Universal Health Insurance System (UHIS).
The minister’s directives came during a meeting that he chaired on Monday at the ministry’s headquarters in the New Administrative Capital, with the participation of the Universal Health Insurance Authority and the Egypt Healthcare Authority.
The meeting was attended by Minister of Finance Ahmed Kouchouk and Minister of Investment and Foreign Trade Hassan el-Khatib, who joined virtually, to discuss strategic issues related to the system’s financing and sustainability.
Health Ministry Spokesperson Hossam Abdel Ghaffar stated that the meeting addressed the “solidarity contribution” outlined in the legislation governing the Universal Health Insurance System.
Participants reviewed proposals aimed at ensuring the continuity of funding and maintaining the financial stability of the system without compromising its obligations to citizens.
The talks also included reviewing previous rates of the solidarity contribution and considering proposed revisions to the calculation mechanism to ensure a fairer distribution of financial responsibility among stakeholders and to address existing funding gaps.
Abdel Ghaffar stressed the importance of enhancing the solidarity contribution mechanism as a key pillar in sustaining one of the state’s flagship projects in the field of healthcare.
He noted that the discussions were guided by comprehensive actuarial studies.
The minister further affirmed the proposed amendments seek to ease the financial burden on the business sector, particularly companies that are not generating profits or are experiencing economic challenges, while safeguarding the financial requirements essential to the system’s operation.
